The VISTAS Home was opened in November 1996 to support consumers who have a dual diagnosis, both a developmental disability and a mental illness. When it opened, it was among the very few homes which were designed to serve only four consumers. Each resident has their own bedroom. The VISTAS Home is a level 4B and is licensed by Community Care Licensing as an Adult Residential Facility and vendored by North Los Angeles County Regional Center.

Quality Assurance evaluation reports from the North Los Angeles Regional Center have frequently sited the home-like atmosphere at VISTAS as one of its many positive features and they have underscored that the home reflects the individuality of each consumer.

The VISTAS Home is located in Encino, a beautiful residential neighborhood, which is conveniently located near retail stores and eateries. The consumers often take advantage of the proximity of these establishments, either visiting by bike or walking. The Home is currently staffed by two live-in residential counselors.


Carlos Jasso became the Administrator of the VISTAS Home effective September 2016. Carlos has a wealth of experience working with individuals that have developmental disabilities. He has served as a counselor at both the North Hollywood and Granada Hills treatment centers since 2011. Carlos has a well-deserved reputation for developing great working relationships with consumers and their families. He is further known as being highly effective in crisis situations and treating consumers effectively who have severe behavioral and emotional challenges.
